Mills handle air pump rebuild

Can the handle air pump/damper be rebuilt? I've been looking around for parts but have been unsuccessful finding anything. I have not taken it apart yet but it doesn't have any resistance.

If the rubber gasket is worn out you may have to find away to make one or purchase a complete Air Pump on EBay

Yes they can be rebuilt, it is a leather washer used for a seal in there, so you want to use a leather oil like neetsfoot oil.
