WBA 13 Stacker Encoder

Greetings,
I have a Game Maker V7217ST, upright poker machine.  It tells me that the bill acceptor is disabled.  Ran the saferam clear process and reloaded the parameters.  Lights up Bill Accepter no errors, and printer not present in a box on start up.
Found the WBA manual, and ran the dip switch tests.  All seemed OK except...With 7 and 8 on, got a rapid alternating flashing of both LEDs.  If I did the tests correctly, it is saying that I have a stacker encoder problem.  Removed the little encoder board and cleaned the optics... still no good.
Should I go on a quest for a new stacker encoder board, or am I not understanding the diagnostics.  Any suggestions would be helpful.  I am much better with electro-mechanical pinball games.  This forum helped me resurrect an Aristocrat Esprit Slot machine a few years back.  I guess anything is possible.

The stacker encoder test is done by setting switch 7 and 8 on and applying power. Turn 8 off. As you rotate the stacker encoder gear the LED should flash.

When testing a WBA, first turn on Dip switch 8 and then apply power. Then proceed to which ever test you need.
Turning on 7 and 8 before applying power is actually putting the unit in download mode at 9600 baud. Turning on 6, 7 and 8 is 19200 baud and 1,6,7 and 8 is 38400 baud. The 9600 baud setting is hardly ever used since the DT101 and 104 came out, but it is still in the programming of the CPU. The rapid flashing is an indication of communication and the speed of the flashes will increase when you select a faster download speed.
When going into test mode, after turning on 8 and then applying power, you should see the LED closest to the dips turn on first , followed by the second LED a couple seconds later. This is an indication that the software has passed a CRC check. If the second LED doesn't come on, the software program is corrupted and you need to re-download. Once both LEDs are on, your ready for diagnostic testing.

Thanks for your help.  I thought something was not right when I tried to test the encoder.
I have sent the unit out for repair or replacement, as I was getting no where in my efforts.
Appreciate the help, just the same.
