Do you mean the large pull handle arm on the side of the machine?

It is locked in place by an electrical solenoid, should release when you bet one or more credits to play. If it doesn't then the solenoid coil may be disconnected or bad. You have other machines right? So you know how it should work. I think the handle solenoid coil is mounted near the handle mechanism on the inside of the machine. Has this problem always been happening with this machine or did it just fail?

When you take a look at it you will see how it locks. The handle will not move until an electric signal causes the handle solenoid to activate. That signal is sent when you press a button to make a bet and get ready to spin the wheels. On a working machine you will often hear the solenoid click when it releases as you press the bet button. If the machine works ok when you press the "spin" button then this is what I'd be checking.

Let us know what you find out. I'm not a Bally expert but the pull handle operation is fairly similar on most machines. Besides the locking solenoid there is also a switch in that area that the handle activates when it is pulled down, that switch will spin the reels same as pressing the "spin" button.
