Why jurisdiction?

Why is the jurisdiction setting so important?
This board had a jurisdiction of 1 but after a clear due to a game chip change the EEPROM was locked at 8
The mains in this board were unique and allowed for a clear while maintaining the EEPROM settings.
I tried different mains and was allowed to do all setup procedures except jurisdiction.
I have a debug chip, is that my next step or does the jurisdiction really matter?
This is all being done on my Game Maker tester, will the jurisdiction matter in the game when the board is returned to the customer?
Nickle game, coin mech only, JCM DBV 200, mechanical door, upright cabinet.

I put in a fresh EEPROM and cleared again.
For some reason the jurisdiction was locked in the old EEPROM and would not clear.
I would assume to blame it on some mains software that allowed for one time jurisdiction setting.
I changed the mains to my test mains that always allowed for jurisdiction change and was able to do the change but the original EEPROM was still stuck with the original jurisdiction.
Must be some special byte set in the EEPROM to lock it that does not get erased so it is stuck in there.
Solution, put in a fresh EEPROM that has not been locked or erase the EEPROM completely with a stand alone EEPROM programmer then use it.
Let them that don't want any, have memories of not getting any.

Was that the 96C56 EEPROM in socket U3?

No, his board was in setup mode when I plugged it in and the first setting I did was set jurisdiction to one.
I think his key switch was defective, gave him another one, but he said his worked when he got back home and set up some options.
Tapping DEAL to select jurisdiction then not being able to lock it in with the key switch points to a bad key switch.
Maybe a not working all of the time key switch?

I did another clear with DSW1 6,7, and 8 on after replacing 2 defective game chips and again all setup options worked fine.
