Power Supply is only putting out 1/2 of what's needed

The Power Supply in the front there is 3 fuses the bottom 2 are OK the top one is labeled 24 volts.  I use the test meter at the fuse holder and I get a reading of only 12 volts is there a diagram on how to remove the power supplied?  It looks pretty complicated

set110v the top fuse is 24v I use my volt meter to test it  and only get 12v is this normal?  The other two checked out good tested exactly

Power Supply testing of volts from the front at that fuses.  I have three fuses holders the top one.is 24v I use a volt meter and tested it where the fuse goes.  And my reading was only 11 volts.  The other two fuses tested OK.  Only the 24 v was only putting out 1/2 is this normal?  I have a IGT S-Plus with 1048 chip, 110 v

It's the machine in the picture on the left side.  igt S-Plus wild cherry five coins 110 volts 1048 chip with a jcm 12 bill device

Is this a new to you machine ?
It sounds like the power supply is fixed to 220v ... and since you are feeding it 110v power you are getting 1/2 of your DC voltage. See if you can find a little 110v/220v slide switch.

that same thing I said  , we  got some cashlines in had 120 plug but power suppy switch was on 220

If that's a case it's been working fine for six months could it run like that with no problems for six months on 1/2 the power I don't have a switch between 110 and 220

Just for grins check the voltage at one of your wall plugs and see if it reads 60 volts.

Thanks for the clarification. I agree with checking the input voltage.

Assuming everything is good from the wall.i would first remove the hopper, remove the MPU board and disconnect the bill validator. I would also then use a pencil to make sure no coins are wedged under the motherboard. This is to eliminate any items that might develop a slight ground issue that could drop the AC voltage.

If you eliminate all this then your pretty much going to start ripping apart your power supply.

Let me see if I can recap here and get all my ducks in a row.
You have two threads going on this one machine, one thread is this one "half power" and the other thread for a 3200 error ( extra coin out ) No where have I read that this machine does not now work. If I'm correct so far, why do we care what the voltage reading is at the fuse, the machine is working.
 
Now your 3200 error, 99% of the time the hopper brake is the dirty dog that will give you this error. The brake is dirty and stuck, or more often its that small spring, it's off, stretched, or broken.
