Bally GameMaker - Blue Screen

I have what I think is a Bally Game Maker V7000 model.
When I powered it on the last time it only showed a "Blue Screen". The bill validator did appear to cycle up a few times but never came fully ready.
I pulled the main board and tested the battery. It showed a 0.01 volts.
I ordered and replaced the battery and it now tests at 3.65 volts but the blue screen still persists.
I have verified the battery is orientated correctly as the + is correct with the markings on the board.
can someone talk me through what steps I need to take to get this machine working again ?
When powered up the main board has some lights on the left side. 3 green lights above the +12V and one above the +24V are ON.
The "Reset" light to the left of these green lights is OFF.

Thanks, I'll check back in a couple of days for suggestions.

Hi,
Be sure the jumper (W17) just to the left of the positive battery pole, is set in the "ON" position.
If it is a V7000, you probably have the AS-03356-246 MPU board with Main 0 (M0) and Main 1 (M1) plus Graphics 0(G0) and Graphics 1 (G1) chip receptacles.
These must be populated and properly seated with the little "Divot" pointing left.  All populated game chip divots must also face left with the pins on the right side
of the chip placed into the first set of holes on the right side of the receptacle.  If the chip has fewer pins than the receptacle always fill the right side to leave empty
pin sets to the left of the receptacle.   You must also have a "CLEAR" chip.  If you do not have one, get it.  The RAM Clear Reset procedure is well documented on this board. 
Just search "Ram Clear Procedure" or the like and you will be OK if you follow the instructions.  I have had the blue screen when I placed a chip in backward,
had a "bad" game chip, bent a chip pin, misaligned pin sets or used an incompatible chip.  From what you described the power status of the machine appears to be working.
If you start the Ram Clear process and begin to see the setup screens, you probably have a working machine that just needs some TLC and patience.

I did have a fully operational machine prior to this issue so I will assume at least for now all the Eproms and dip switch settings are correct.
I will search for the Safe Ram Clear instructions and follow those.
When I have completed that process I will get back to you.

The cardinal rule for a Game Maker is after a battery change a clear chip procedure must be ran.
Then you have to set all options for the game again.
Does the door have pulsed optics or mechanical door sensors.
What kind of bill validator.
What kind of coin setup, COD board or just a switch.
After all of the initial settings you need to turn the jackpot reset key and set your credit limit and so on.
Let them that don't want any, have memories of not getting any.

I have a clear chip with a label saying "GM CLR" "D10" "dip 7,8"
door seems to be a simple white push pull switch
Bill Validator is a DBV-145-SC
Coin comparator is CC62D

I have search for the Safe Ram clear procedures for the Bally V7000 and have not found them.

Put the clear chip into the P10 socket on the board, if there is already a chip in P10 you need to remove it.
It is a 27C512 chip so it goes all of the way to the right on the socket with the notch to your left.
Turn on DIP switches 7 and 8 on the top most DIP switch pak on the left of the board.
Power up the board and you will get a message about a clear process running.
After the clear is done ignore any further messages until you turn DIP switches 7 and 8 off and remove the clear chip and put the game chip back into socket P10.
Leave the door open and power up the game. Answer the optioning questions. You will be told to use the deal button and the side key to set each option.
Attached is the setup sheet I use in the shop to test a board on our tester.
YOUR options will be different for the hardware sections like bill validator and door type but the jurisdiction and gambling legacy settings should be the same.
After setup you will be prompted for a screen calibration then you can use the key to setup your credit limit.
If you mess up a setting you have no option but starting all over with the clear chip.
Let them that don't want any, have memories of not getting any.

Thanks to all that have offered help.

I did replace the battery and followed the instruction for the Clear Chip.

My machine is again up and running.

but now I have another issue.  This one of my own making.
 
When I ran the clear I changed the machine denomination from 5 cent to Quarter. I did this because the machine was originally a quarter and the quarter hopper did not like nickels.
I have changed the games and denomination to 25Cent and that shows on the video screen, but the coin acceptor is jamming on any coin inserted. I have removed the nickel and replaced it with a quarter so that shouldn't be a problem (I used several different quarters)

Can someone offer assistance ?  what should I try next?

P.S. the coin acceptor worked fine using nickels prior to this issue. I changed it back to quarters only because the hopper was still a quarter and didn't like paying out nickels. Also the coin acceptor was originally quarters and was not changed when I started using nickels.

Turn the sensitivity control fully counterclockwise, see if that helps, it could also be your sense coin is not in the proper place.

DING DING DING  We have a winner.

Blueridgeslots.

It was the small slide at the bottom of the coin entry. Would only allow the nickel size coin.

I was able to move it to just over the size of the quarter and it is now accepting my quarters.
