1992 Universal Mustang slot machine question

I have a question regarding my 1992 Universal Mustang slot machine.
My problem is.....when powering up the machine, it goes to a TILT. Pressing the reset button puts the game back into play mode with no problem. What causes the immediate TILT message? Could it be a low battery
condition in the upper unit?
I also have a second Universal Mustang machine and it has another issue. The red strobe lights at the top of the machine do not function until the machine has been turned on and running for around 15 minutes or so.
Any thoughts on these issues would be appreciated. Thank you.

usually the low battery in the upper unit will require a reset of the top box after the game has been off for about two weeks. typically the multicolored LED panel is off completely.  and I think you get  a number code in the display,  have to reset both bottom and top  to get it running.

I think there are two different power supplies for the top box , one is the 5vdc that runs the topbox LED panel electronics ( inside the bottom box), the upper box has the controls for the LED top panel. 

I have one of these for sale, 400.00  or a reasonable offer.
