Generally speaking about Bally Kits:
If you see Conversion Kits (Complete with Software) for sale on the open market, they were bought by a Casino from Bally. The casino then does a bid process to remove machines and old parts from it's inventory, generally for tax and cost recovery purposes (You vendors know all about that process). "never installed", "new" kits are sometimes in the bid lot or "thrown in with the deal" when the truck backs up to the loading dock to pick up the "won bid" machines/parts. That's where those NEW kits come from. Different States have different rules about Software Relocation (In Missouri, if discarded- it must be destroyed before leaving casino property. Unless you are licensed by the state as a gaming facility or supplier). So software included in a kit sometimes depends on which State it came from.
Lease games purchased from Bally have NO software installed (At least they're not supposed to). Bally allows SOME used parts to be exported or resold for PARTS ONLY - NOT complete machines.
This is a "general rule" provided here only for the curiousity of private collectors on how "the system" works, and why "no software??"....
