Setting up New Progressive

I am setting up a new progressive machine.  S2000.  I have the display installed.  No Data comes across the screen when machine is powered up. Problem is I cannot re key chip the machine. I go through the steps to rey key the machine with the key chip 45, but when I put the base chip back in I get a key chip error. I close the door and it machine cycles and I can continue to play. I have tried this 4 times and have checked to make sure all of the pins are in the socket every time.

The machine must have zero credits in order for the key to work. It must be totally cashed out before your key chip process.
