Here's a document, cribbed from a manual and my own experience, to explain the seemingly-weird CEI
payout process, and also the appropriate dipswitch settings, for poker games on 903 & 904 boards.
It's an attachment, so as to be easier to print out for reference.

That's good information in your document, thanks for posting it. I've studied the 904 mpu schematic and can offer the following that might amplify on what you've written:

1) As you said, Dipswitch SW1 positions 1 thru 6 set the baud rate for U81 serial port communication chip. SW1 positions 7 and 8 are not connected to anything. On the 904 boards I've seen U81 is not installed. And even if it was installed it isn't connected to a casino server or any other computer. So the SW1 switch positions do not matter for operation of the game, they can be OFF or ON.

2) Dipswitch SW2 position 5 is normally OFF. It is connected as an input to U54, which is one of the 6520 PIA chips. U54 controls some of the button lamps, the meters, and with help from the other 6520 PIA U39 reads the various switches on the machine. I don't know exactly what SW2 position 5 does, perhaps on some games or machines it is set to ON to allow for a different operation regarding extra button lamps or to disable meters, etc.

3) Dipswitch SW2 position 6 is normally OFF, it is set ON to disable the mpu board RESET circuit. This is used when you install the Test Prom at U9 for troubleshooting the mpu board.

4) Dipswitch SW2 positions 7 and 8 are to set the polarity of the vertical and horizontal video sync signals. Some video screen manufacturers use positive sync pulses, others use negative sync pulses. These 2 settings allow the machine to use different models of video screens.

5) Dipswitch SW3 is connected to the sound chip U77. SW3 is sometimes not installed. Its function is to allow for optional control of the sound with game software written to utilize this feature. I'm not aware of any game that used this feature, but there is a wide assortment of game software so it is possible one of them did.
