Greetings,
This board helped me resurrect an IGT Aristocrat.  Hopefully, this CD Juke problem will be easier.
I have a Rowe CD100C.  Phillips CDM-4 Pro Player.  Mechanism works, selector works, just won't play.
It loads the CD, spins for a couple of seconds, laser sled starts near the center of the CD, laser lens moves up and down, but not tracking.  It repeats the 2 second spin, 3 or 4 times.  Then rejects the CD.
I have replaced all the capacitors on the Mech control board.  I resoldered all of the pin connectors.  The flexible ribbon connector to the laser assembly looks OK, I guess.
Any suggestions as to what to try next?

I would be 95% sure that the player is bad.   The symptom you describe is pretty common.
If you google, there are repair kits to rebuild the players.  otherwise check with https://www.encosystems.net/ (https://www.encosystems.net/) for repair or replacement.

Did you initialize the discs?  If not, you may have to run a total initialization to allow the player to read each disc.  This usually happens if you install new discs, if the player is replaced or the power goes off for any length of time.
