Hopper turning upon initial power up?

New to Universals. I have my first Universal machine that I just finished. It needed a new battery which was recently installed. It works perfect with the exception that on initial power up the hopper turns continuously with no LED until you turn it off & then right back on again? If the machine is warmed up you can turn it off & it powers back on correct. Speaker has a hum noise when you first turn it on & goes away after about 2 minutes when warmed up? Anybody else ever ran across this hopper issue with a good battery? Any help or suggestions would be appreciated.

I changed out the power supply & it fixed both issues  :applause:
I tested the caps on the original PS before changing it out & they seemed to test good? Maybe a resistor or my Capacitor Wizard didn't catch a bad CAP, I haven's a clue? This power supply works good. It just has to warm up to get rid of the hum & it has to be turned on twice holding the RAM clear button in both times to get the hopper to stop running? Not sure what it is, but hopefully I can get this PS working correctly again with a new Topic on it
