Did you remove or replace the MPU, or any other circuit boards with the power switch ON?
If so, which board?
It important to be honest with this question to help diagnose your machine.

I actually found a video on youtube that shows discharging the cap so I've got that under control now. I have not pulled the monitor. I think I'm going to go ahead and just put an LCD in and be done with it. The machine was never put in commercial operation and always used in a private environment so it's in pristine condition that's why I'm going to just bite the bullet and upgrade the monitor.

You can send the monitor chassis to K-Lar they can repair the board.

Greatings all.  Long time lurker, first time poster.  I picked up a MK4 Caribbean Gold II that is currently working.  I've repaired a lot of arcade machines but never dabbled in slot machines.  I was surprised there was not more documentation available for these games.  No manuals or wiring diagrams, or general information, as it took some time to figure out this was referred to a MK4 or 540 system.  Is there a place with more information out there?

This machine powers on, lights up, makes a few sounds but that is it.  No display.  I was also surprised these were CGA monitors in the mid-90s (is there an isolation transformer in these for the crt?). 

Any assistance would be appreciated.  Thanks.

Yes...you can replace that with the more modern VFD (Vacuum Fluorescent Display) version.
The black and red power harness would be plugged instead into the VFD driver board, as well as the 5-pin data harness with the green colored wires.
All you would need to do is remove the 2 Philips screws holding the present VFD display, swap it out with the newer type, secure theisplay with the 2 screws, and attach the ribbon cable between the new display and the new driver board.

for small pays, the circuit probably goes thru an X3 relay switch - possibly wire 43-6 connecting to 94 when the X3 relay is unpowered.

electrically stepped payout on 831's is uncommon, but the only one I have info on the basic circuit is:

wire 90 -> payout relay switch wire 84 -> hopper pulse switches wire 43-6 -> X3 relay switch wire 94 -> payout counter step-up coil

for the high pays that need the X3 multiplication, it involves the X3 unit and is more complicated.
