Rookie question; do I need to have a printer for the TITO Deluxe to work?  Also, does a purchase of the TITO Deluxe also include clear chips (cards)?

Yes you need a printer, and no it does not come with clear chips. Clear chips are available from vendors on here.

Interesting side note; on the Bally Alpha v20, even with the base denomination set at $1.00, when adding 9,999 credits, it will only add them as pennies.

Side note to the side note; when using a single digit or 2 digit number in the web browser, it will respond appropriately (amount of "1" adds $1, amount of "99" adds $99).  When more than 2 numbers are entered, it defaults to the penny denomination (entering "999" will result in $9.99, "9999" results in $99.99).
