how can you determine the payout percentages of a pe plus, and how can they be changed?

To change the payout percentages you need to swap out the game chip.  For standard boards this is the chip that's labeled something like this:

PE-PLUS POKER
PP0057 A47-A76
10/23/95(1-512)
@IGT  L95-2299

For Superboards you need to swap out the DATA rom which would be labeled like this:

PE+DATA POKER
X000057P
05/04/95(1-512)
@IGT  L95-1143

The "PP0xxx" number refers to the paytable.  The next numbers are the build which can tell you the correct CG graphics chips and CAP/CAPX chip that is needed.

The poker bible is listed by game type then the web page shows percentages listed highest to lowest.  The master list cover more sets and is listed by PP0xxx number in chronological order but gives more detail about each set.

Both sources also list the Superboard's DATA rom X00xxxxP files as well.
