Did you have DSW1 #8 on and hold in the test and pseudo buttons watching for a CHC then a CLC?

yes doing it just as you describe I get CHC then CLC with flashing lights, power down, set sw8 off and reinstall game chips and power back up to 83F0 with flashing lights

That doesn't mean the battery voltage is getting to the RAM chips. See if you have battery voltage on both RAM chips.
Voltmeter - lead on lower left pin, + lead on upper left.

yea they both have 3.25+

im beginning to think my clear chips are too old my mains say 2008

Try using your clear chips again while holding the test and pseudo buttons in and powering up.
-
If that doesn't work try swapping your RAM chips, top one to bottom - bottom one to top. Then clear again.
Another thing to try is let power come up then tap the reset button then hold down test and pseudo.

tried both sequences as mentioned in the last 2 post with both sets of clear chips I have .......i get both chc clc and flashing lights, but on reboot with roms in i get the error with flashing lights... :Scratch-Head: :banghead: :banghead:

Sounds like clear chips are working and your Roms may be bad. Not positive , just my $.02.
