Title: BB1 Mechanical 5 reel strange BV problem can't use MEI but can use JCM.

Just like the title suggests.  I have a 5 reel Lucky Lady bb1.  I have tried almost everything I can think of.

I have a working JCM bill validator in the machine.  I want to upgrade it to the MEI.  I have set up the MEI up in other machines to make sure it works.  After clearing the machine, I set up the MEI in devices.  It usually will show a COMM error until I power cycle the machine.  When it powers up, there are no tilts, but the BV will not take any bills... will not even act like there is a bill, it does nothing.  I have tried 2 completely different MEI setups including the daughter cards.  I have tried replacing the MPU from the green one, to the blue one.  I even swapped out the lower board that everything plugs into... and I get the same result.

I have tried the following...

1. Checking the jumpers on the board
2. Swapping MPU's (with one from a machine that accepted the MEI
3. Different clear card versions
4. Power Cycling the machine
5. Swapping the board that everything is plugged into.

Am I left with replacing the entire harness?
Is there something I am not thinking of?
