What is the difference between a Cham II and a Cham II+ ?

A chamII+ is a stand-alone device, it does not need to be connected to a central progressive controller for it to work as a progressive meter.  The ChamII is basically a display controller, it requires a con2 super controller to work as a progressive meter.
