Bally Summit Slot Machine will not Pay/Hopper will not Start

Hi there. After fixing a number of other issues, all else on the machine works.  Upon winning, it usually tilts with a flashing zero after attempting to pay for about 5 seconds or so.  I have the Summit system manual which says this codes means the hopper is not moving, which it is not.  ...but sometimes nothing in the three digit LED display does not have a code at all. So far I have: tested the hopper outside the machine, works.  Tested the connector pins 10 and 18 for power 115v, works.  Looked for bad/broken/cleaned connections.  Hit the hopper and hopper fill resets.  I have no reset key at this point but do not believe I need one for this issue? Any thoughts?
