Title: IGT Game King monitor picture problems

I have a late 90’s IGT Game King that has started to have monitor issues recently.  Initially, the picture was fuzzy, like the video was slightly moving or staticky.  Now, there are several spots with what look like dead pixels.  Does this sound like a monitor needs replacing or more likely a video card issue?
