Jennings J 400 Reels not working

The reels do not spin when the handle is pulled.  The reel solenoids work.  I checked voltage on the solid state relays the top left two would read 4.7v and then 0v.  The other three were constant 4.7v.  :Scratch-Head: Would appreciate any thoughts.
