Title: FREE game maker, where to begin

I was given a free game maker with my recent acquisition of my IGT PE+. It powers on, but the screen flickers between a white dot and what looks like an attempt to load the game. Almost looks like it's watch dogging. I don't know any history of this unit. I have included a link to a video as well as a couple of pics. Any ideas on where to start?

Do these machines load the game software from a cd in the cdrom inside the cabinet?

No, the game is in eeproms on the MPU.
Start by checking your connections and
the power in and out of your power supply.

I figured it might be a voltage issue.  What are the voltages supposed to be?  Obviously input is 120v.  Output +5v?
