I notice my machine has a speaker and sound board, have not heard anything from the speaker: when and what should I hear? I found the volume control and only hear static when I turn the knob.

Looks like a Fortune 1 to me!
Check all your connections to the sound board. They get dirty. Does the static get softer and louder when you turn up the volume?
I'd shoot some contact cleaner in that as well.
The sound in an F1 are like a really BAD video game!
I have no idea what IGT was thinking when they designed the sound scheme. :Scratch-Head:

So when does it make sound, ie; payoffs, adding coins, pushing hold button?
Static volume doesn't change when turning button, plan to start by replacing speaker.

Just coin-in sounds only. A different one for each coin entry. There are no win sounds what so ever. No deal/draw sounds.
The hold buttons are not illuminated but, if you look, there's probably a bulb in each one! So if you ever need those bulbs there's probably at least 5 brand new 35 year old bulbs available, unless someone plucked them out.

I FINALLY found a post from the old site where another member wrote out the sounds...
From NLG member Jerry:
The Fortune one doesnt make music. There are 7 unique sounds. One sound for each coin in. The sequence of sounds is the same, but since there is 7 sounds and five coins, the sound you hear on the first coin will be the sound heard on the third coin of the next game. I dont have a recording of the sounds but they are almost annoying sounding.

Ha ha, its harder to write these than i thought.
then when you cash out it just makes a whistley-blurp for each coin out.

Replaced speaker, no change. Can hear a very faint hum from speaker, turned volume to max, no sounds when depositing coins.

I just fixed three of those sound boards.
The first had a common problem of a small tantalum capacitor in the sound section was defective, replaced it and got the sound back.
The second had a bad -5V output 10uF filter capacitor that was causing the regulator to self oscillate at a very high frequency causing a loud hiss in the speaker.
It also had 3 of it's 6 H11A1 input optoisolators bad which prevented 3 sounds from coming on.
The third had all of it's voltage but was dead. I removed the large computer chip from it's socket, popped the plastic cover off of the socket and plugged the chip back in and everything worked.
The sockets that were used on the Fortune 1 and the sound board were sub par and after years of service would lose their contact pin springiness and popping the plastic cover and reinserting the chip fixes the problem.

Here's my F1 with working sound.
It's hard to hear the first sound... it's a light "clunk."
