Bally Series 1000 - Error 32 issues

I'm working on a series 1000 Bally slot machine and I cannot clear a code 32 error. When turned on the machine does a self test and then flashes 3 and then 32. I think the 3 stands for the last number of coins played. I know the 32 error indicates a failure to complete a payout. The machine is not "tilted" so I can't perform the reset and then closing the door. So far I have done the following:

Performed a clear ram which it does but then after it goes to 0 the 32 error is displayed immediately after the clear ram.

There is nothing jamming the hopper.

I can reset the machine, it runs through the self test and then flashes 32.

The machine will not test. I tried doing the various tests to include a hopper test but it does nothing.

The battery on the board is good. Fuses are good.

Voltage on power board and MPU are good.

Does anyone know anything else I should check or do to clear the 32 error?

Please post a couple of pictures of your machine.  Front view & one of the inside too. Always a first step to see what you have.
Traffic is really slow on the site likely because of the holiday, but be patient, someone who knows these machines will come along.

Hi there.  Do you have a manual to work from on your E1000 machine?
 I'd say it appear to be an empty hopper occurred during the last  game/payout. Is your hopper empty?  Does your hopper run and try to output coins? Put some coins in it and try again. Or, check the hoppers coin counting roller micro switch with an ohm meter for proper continuity.

with the door open then you turn on the machine, pushing the test button on the hopper control board once doesn't cause the display to change to 1 then 50?

what rev of the cpu board do you have? AS-2978-xxx?

I put in a new hopper board and power supply board.  I also rewired the plugs going into the power supply board.  I don't have the error 32 code anymore but the machine is tilted.  I can't reset it and I can't perform any tests from the hopper board.  When I press the reset button it does the self test and then goes into tilt.  All my voltages are good on the i/o board and the mpu.  Volatges are good on power board.  Anyone have a suggestion on what to do next?
