Title: Damaged 044 board

This board was dropped and 2 pieces came off the board at c119 and y4 . Is it possible for a novice solderer to repair this? If not,is there someone on the boards here that would do the repair for a fee?

Yes, but make sure the soldering pen tip is fully heated up because it only takes 2 seconds to ruin the soldering pads.
Also, make sure the polarity is correct.
You may be able to compare orientation of IC components with another board.
If not, report back and I'll try to dig up a high quality photo for you.
If you're not confident you can do this without screwing up the soldering pads, a member known as Badbaud may be able to help you at KLAR.

The soldering pad on C119 looks like one of them is completely torn away

Looks like the pad is torn on the other component too.  It''s not as simple as resoldering the components to the board .  The pads need to be reattached to the traces that fed them & the pads need to be resecured to the board.  You need someone skilled at PCB repair to properly fix it.
