Bally E2212 3rd reel won't stop and causes "tilt"

Hi, I have an E series 2212 by bally. Everything tests out fine but it does the non stop 3rd reel thing. I run the self checks/tests and all seems good. All reels spin freely, the optics are fine, and all clearances are fine.

Door switches are good also.

It will do fine for 1 or 2 pulls and then the dreaded tilt.

Sunrise Side:
Lubricate all the linkage in the reel assembly. Be sure to free up all linkage to a point where you are able to spin the 2 black cross shafts easily with just two fingers.

I did. The third assembly at the top was frozen. It still does it. It almost seems that there's not enough power to the coil. I checked the sensors. All are aligned and working. I confirmed this in test mode. I get different characters as I spin the reel.

The coils fire correctly while in test mode.

Hope this narrows it down some.

Have you swapped reel readers to see if the problem follows the reader?
