I just purchased a s plus intermediate game. It is a 5 line double diamond the jackpots are 400 400 400 400 and 1000. Here are the chips installed ss4456 and sp269. Any info on the chips and percentages.

Haha...those aren't low if the denomination is set for a dollar per credit?
A lot of casinos threw these machines into the high rollers room with $5 or $50 denominations at the end of their lifetime!

I can't say I've seen that particular machine, but I have seen pictures of machines that were designed for army/military bases and they generally had pretty low top awards for some reason.
Another possibility, since you said it was an intermediate cabinet, is that it was used on a ferry or casino boat and they didn't want to have large jackpots to have to pay. ???
