Title: Electrical help needed

I am working on my swim spa. It runs on 230 volts. I have ground, white (neutral) black (hot) and red (hot). At the circuit board for the pumps, etc. without any power, I am using a ohm meter. White to ground has continuity, as it should. Red to ground or white has no continuity as I expect. Black to white has continuity which seems wrong to me. I tested a few things around the house with power cords and found that testing each male plug shows continuity. Now I know if power is on it should read 230 volts or so on red to black. Red to white should be 115. And black to white should be 115 also. I have 2 identical circuit boards and they both test the same. I am afraid to apply power at this point. I play electrician but am not an expert. Any help appreciated.

Are you getting continuity at the wires coming in or the circuit boards unattached? If it's at the circuit board unattached you may get continuity as it may be they are using the one 115V leg to power the controller for the spa (thermostat, board lighting etc.).

With the wires off it has continuity at black to white. Once wires are attached it has continuity back at the distribution box too.
