Title: How to remove high voltage safely?

Is there a general rule or method on how to safely, properly discharge the stored up energy in a CRT monitor?

Ceronix 1392  in this case, but also, in general.

Also, how to remove the thick wires properly?

No way would I run my hand across the screen of a non-working monitor, but I've seen it suggested here a couple of times as a trouble shooting step.  Is that really ok?

Hate getting zapped.
