IGT S+ 05/1990 wheels don't stop spinning after machine is turned on

 IGT S+ triple diamond that was not working. It had error code 12. I installed a battery pack on the board where the battery was using the radio shack 4 battery pack as seen in the attached photos. I turn machine on and get error code 61. I hit reset 1 time and the wheels start to spin. Wheel 1 stops after the cycle but wheels 2 and 3 keep spinning. Any suggestions?
Its an older s+ MODEL and does not appear to have a reset button. I can add more photos if needed.

UPDATE> i reseated the board and the wheels cycle and stop after the machine is turned on.
Now the quarter just drops through to the tray.
i think there is a small reset button on the outside compartment where the board goes.
I do not see any lights on the coin comparator either.
and i do not see any lights that say game over or insert coin
changed all the bulbs and i see the inert coin light and 25c is now lit. coin still just drops to tray.
Sorry for wasting everyone time. i replaced the coin comparator changed a few bulbs and its working fine now.

I'm marking this as solved as the latest edit to the original post indicates that everything is working.  Akriegs, good job on getting it going and thanks for letting us know.
