If the power supply and backlight (CCFL and Inverter) are good the only thing left is the A/D board, the panel itself, or the cabling between the A/D board and panel.  I'd bet on the A/D board before anything else, it's not uncommon for them to fail.  I've had one or two go bad, but usually it's been the power supply or the inverter board.

I've worked on hundreds of touchscreen LCD panels.
Most of the time, the manufacturers pour hot glue on those micro connectors.
I was surprised not to see any on your AD board connectors at all.

I will say that there is probably nothing wrong with the TS panel or the Netplex TS board.
I totally agree with Tilt in that your PS and  CCFL ballast board is okay due to the backlighting that you're seeing.
But because you're not seeing the game pop-up on the screen, the fault lies with the AD video board in your 3rd photo.

I've had to change these boards many, many times....they have a lifetime of about 4-7 years when on 24/7 but only last about 3-5 years when the machine is turned on and off...
the caps and the black 3.3v (sometimes 5v) IC inverters take the biggest hit from the power being turned on and heat.

They don't like to waste money sticking heat sinks and fans on the main video processor chips.

The good thing is that the entire AD boards are fairly common and available...especially at online LCD replacement part shops.

Got it working, changed the AD board from another monitor.  The touch screen board was also bad (I had a couple of those).  I've ordered a AD board off ebay.  It's a bit different (only has one video connection).  I'm assuming it will work.
thanks for the help

Good job RJ,

You learn a lot about these LCD's when you work on them.

It's always satisfying to repair them without blowing a wad of Benjamins...haha
