I went through the progressive setup step from the pin above and Im not getting the base jackpot or the progressive increase on 0.00

There is a cable that goes from the Mikohn board to the Bally backplane connected?

Got it-

This setting needed to be SAO not SAO1

 JP GRP 1 = SA or SAO
