I'm not sure what this is... I know what it is but exactly what is it?

What is the plugin (white on side) for am I missing a cable?
I was told that it could read new (big face) currency, is that correct?

That is a flash 12, 13 has an eprom. ID024 is for S2000 you need ID022-23 for an S+ machine. The white connector on side is only used for ID003.

Reflashing the firmware on it requires special equipment. You'd have to sent it to someone to have it updated to the current firmware and protocol.

So what do I need to get/trade? Can either the head or the transport mech. still good or do I need to get both Parts?

The head is interchangeable. You can get an eprom based transport that has the right firmware on it, or another flash based transport with the software already flashed on it. It is probably cheaper to just buy one with the software instead of paying shipping back and forth plus the cost of programming. These things are relatively common and easy to find.
