Could that be something that your ISP (the company you pay for internet) is causing?

For example: if I go to the local public library the computers there won't let me login or view the NLG website. It's categorized by them as a "Gambling" site. So the website is blocked. Same for course for certain "adult" websites. So your ISP might be the one blocking ebay for some reason.

Or do you think it is ebay itself that is not allowing access from the Philippines?  Have you checked with other people there to see if they have access to ebay?

Its likely ebay blocking traffic from some countries it deems as suspicious.

I get around corporate firewall policies by using Team Viewer to my home machine and then launching a browser from there.

Or it could be ebay blocking his IP address because ebay detected some kind of malware on his pc or on his ISP connection. A lot of websites now watch when you are connected to them for certain malicious software,  malware or unwanted bots. If they see something that looks unwanted they will add your IP address or that of your ISP to their blocked list.

He can ask neighbors and friends there in Philippines if they have access to ebay. If they do then there's probably something specific about his computer that is the problem.

ebay works on my cell phone using wifi - the same wifi my Imac is using.  My only neighbors are water buffalo

They had a Tarzan movie marathon on last night on one of the tv channels. All the old black & white movies with Johnny Weissmuller. I think I saw some water buffalo in one of them.

You might want to get a malware scanning program for your pc, just in case that's the problem. There's a bunch out there, here's one that is free and works pretty well:

There are a ton of free proxy servers to mask your isp.
You can download the TOR browser for free and that masks as well

It seems like ebay may be blocking the ip address your equipment had been using. When you shut it off, then powered back up it connected to your internet provider and got a different ip address assigned.

You're internet providerassigns an ip address to your router/modem when it connects to the isp network. This ip address is assigned dynamically by some setups each time the router/modem connects, on others you get the same ip address all the time. Sounds like just switching your equipment off, then back on will get you a different isp. When you post a message here on NLG you can go back and look at it after it gets posted and you will see your ip address in the lower right corner of the message. On my internet setup if I switch it off and back on shortly afterwards I will get the same ip address, no change. But if I leave things off for a longer period of time when I turn it back on I get a different ip address.
