Some history may be needed.

Sounds to me you are not booting..  Take the game chip out of the socket - put the MPU board back in without it and see if it shows the same symptom. Maybe the game/set Eprom(s) are bad.

Maybe the power cable to the motherboard is bad/flakey.. do the reels power on - are they stiff?

If you soldered in a new battery - are the connections good? Voltage on the ram chips?

Kind of back to history - why did you need to attempt a repair in the 1st place? What problems were you seeing, if any, in the days, weeks prior to working on machine? When you put the clear chip in - did you get through the clear procedure OK? https://newlifegames.com/nlg/index.php?topic=16134.0

Things I would try...

You can fix almost any electronic device by replacing the aluminum electrolytic capacitors.

ok.  will try taking out the game and booting it.

yes the reels are stiff when i turn on the power. all fuses are good checked them.

im working on it because it quit working one day when the lcd went blank.

Its the same battery that was in it when it was working have nit changed it out. it is reading 3v

i put clear chip in and the display works to clear it. press white button and it counts down.
i did it twice just to make sure.

i have done the clear on diffrent s+ many of times. just never seen this one before where the lcd is blank when intalling the set chip or intalling the game chip back in.
Thank you..

OK. Sounds like the 7 segment display(s) are working.

Maybe the eprom just died? Have another machine to swap parts from/MPU board to try? Another game chip/eprom? I can send you a game chip/set chip to try if needed.

I'm not thinking much else to try at the moment.

I take it the machine does not try to initialize when you install the game chip?

1st off, turn the jackpot key once and wiggle the displays' Molex connector.
(I do wish you would have shown us a photo or description of which display you have.
There are two different kinds for the S+ model)
Anyways, does anything come on in the "Coins Played" window when you wiggle the connector?
If not, you can try this...>>>

Tony's suggestion is good because your display works "part-time"....you MAY have a bad eprom in either the Reel or Game socket.
If you put in a different SP chip, the display should show a [67] or a [68] meaning you've changed the GAME prom.
To get it to "BOOT  UP", you would then have to switch the power switch "OFF", then back "ON"....now it should go to [61].
At this point, you press and hold the test switch for about 2-3 seconds to get the display to show [61-1].
Now, close the door and turn the jackpot key once and after a few moments, the reels should spin from right to left and the "Insert Coin" display should light up.
This means you've had a successful "BOOT UP" sequence.

If you have a DBV, you will need to run a SET chip to enable it & set the denomination value of the coins that you'll be using.

If the display is working for the RAM clear chip, but not for the SP chip, I'd try a different, known good SP chip as Tony was suggesting.

If you have the option to do so, also try a known good MPU board in the problem machine to try and isolate where the issue is.
