Working on a POG, screen says no signal. Help please!

POG:
I'm working on a POG, I plugged it in after it had sat for a few months, and the screen was fuzzy but I could still make out the game booting up, but sometimes screen was just completely black, and back to fuzzy, and so on.  First I switched out the CGA to VGA converter (pic below), when I booted it up after that, the screen said "no signal" and then went into power saving mode and shut off. So I switched out VGA cable, same thing, no signal. Finally I switched out the power supply, and still no luck. The boards brand new, and so is everything I replaced the old parts with. Any ideas what this could be?
