I can't access the icon to start a new topic in the classifieds section. At first I just figured it was because I have not made a donation to the sight in a long time so I logged back in & made a donation via PayPal last week but I still can't start a new topic

Yes, you are correct as to the reason why you were unable to post in the classifieds section, as only contributing members have access to create posts there.
Seeing that you said that you recently made a contribution, I will flag this post for Joey to see and add some Contributing Member time to your account. Only Joey has access to the PayPal account and notifications of donations made there, so it is up to him to get your account upgraded.

So what is the protocol in order to have accessible to ask questions or access the classified section on this site? Is it a certain amount of money you are required to donate per year?

If you do the monthly subscription option (link here) (http://newlifegames.com/nlg/index.php?action=profile;area=subscriptions) then you'd for sure maintain Contributing Member status for as long as you remained subscribed.
As far as one-time donations, you'll have to reach out to Joey as he is the one with the PayPal account and he makes the determination as to how much Contributing Member time to add to accounts that donate that way.
