Title: IGT Reel Touch File Missing

Today I swapped the audio board (had volume issues) and T/B distribution board (topper light keeps going out) on Lucky Larry. Now top screen says:
Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file


Bottom display says:
Msverify comm error


I was also doing a clear and reset for a TITO.

Replaced top monitor battery, removed and reinstalled memory sticks. Loaded optimized defaults. No luck. What next?

Remember sound is controlled from the top box on Reel Touch although the amp up top is used.
Missing files sounds like corrupt HD.
Try reseating HD but I doubt it will help.
