4.0 MPU wont POST

Got two 4.0 MPU's that will not post.  No fan, no beep and just a solid blue light on the AVP logo.  It appears that if the BIOS is missing you will get an alternating RED / BLUE with a siren sound.
Working with a ATX power supply on a bench so no questions on power.
APT00003 is installed.
Tried hooking up a laptop to the onboard USB connector with a USB A to B cable and with power applied didnt see a drive show up.
Green light on the MPU board is lit.

What triggers the board to turn on or is it hard coded to turn on after power loss?
