Title: do I have the right voltage?

Not sure if I'm getting the right voltage out of my motherboard. i get 12 volts to ground on the 2 pins that my print shows 24 volts. Both pins together get me the 24 volts. Any thoughts?

Yes, it's a center tapped transformer.  The center tap is grounded, so you get 12V between one leg and gnd and 12V between the other leg and ground.  24V between the two. 

Same as a 220VAC outlet in your home.  You'll get 110VAC between one phase and ground, 110VAC between the other and ground, and 220VAC phase to phase.

Thanks. I'm waiting on new chips and a cap now. everything else seems good.
