Sega Astro City Naomi 1 Error 3

Hello , I am getting error 3 on my Naomi 1 for MVC2 - I have came to the conclusion that the SERIAL ID on the EEPROM needs to be reprogrammed, unless im mistaken do you know if any IC Programmer can program this particular chip in question " 27c160 " I can only find the bios rom EPR-21577E  will this cause any issues if i flash with this bios? some guidance would be greatly appreciated!
