I'm sure I'm not the only one that gets a pm from a member and cannot respond because the member your writing to inbox is full. 
For members who haven't heard back from a pm please clear your inbox.

I've noticed some non-contributing members I try to send to have that message come up. I think it's an indication their locked out of that system

Here is the list of non-members PM limits.

Member 501 to 1000 Posts. Max personal messages: 25
Member 251 to 500 Posts.   Max personal messages: 20
Member 101 to 250 Posts.   Max personal messages: 15
Member 1 to 100 Post.        Max personal messages: 10
Unknown Member 0 Post.     Max personal messages: 5

It would be nice if the user had some indication that their box is full.
