Is there a way to remove the bill validator and the ticket system to make the BB3 free play on startup? With no tickets and no money?

Sounds like you want to play an online internet game...not a real slot machine?

There was a TITO@HOME free play device but I think it needs a bill acceptor and a ticket printer to work.
You'd have to contact Brian Hinkley for more info.

Sure, disable all cash devices on device setup.
Set up coms to a TITO board with only machine control and legacy bonus to SAS.
Standard Validation.
 I don't think I'd call it a fake machine set up as such, cashless and ticket-less play is the trajectory at very real casinos.

Thanks for in info.  I picked up a Tito@home.  The gentleman that sells them is very nice and let me know we can do exactly what i want to do to become California compliant.   Now I will need to goto tap plastics and get some blockers for the ticket dispenser and the bill validator.

A blade will not be california compliant until 25 years after manufacture, no matter what you do to it.  The provision is "readily converted," removing the parts does not preclude the machine from becoming a gaming device.  The question becomes, is the police going to come to your house an confiscate and charge you with possession? Probably not, but you are taking chances, however small they may be.
