One side is AC voltages for the incandescent lamps, the other side is logic level voltages for the LED's.
I just finished fixing 5 of those boards by using inventive extension wires so I could get a scope on the data lines.
Never found a actual bad LED but some of the main multiplexing and buffer chips do go bad.

So then my next question is , is there away to determin if the board is bad with just a multimeter, if not then my next  question is would one of those five you fixed be for sale?

A scope is necessary to repair the board. Yes, I can sell you one but want your bad one so I can fix it and put it back in stock.
I'll be back in the shop after 10 AM PST. 702-363-9998

Is there anything else going on along with no display? Quite often the main power cable from power supply to motherboard goes bad and then no display, reels spin freely etc. The ground usually looses connection and gets a burnt spot. Connector is turned to show burn

You can depress the keeper on the burnt connector inside the white plug then spread the spring back out and clean the pin with a green pad.
Spread the keeper back out to make sure the connector locks back into the white plug.
Then clean the pin on the board side with the same green pad (Scotch pad) and try powering up again.

Beyond that you may need to completely replace the pin inside the white plug and / or replace the header on the back plane board.

My first issue with this machine was exploding battery that  damage the MPU board my first fix was corroded copper strips on the board that I made a jumper wire to fix But I missed a spot where it tee'd off and needed another jumper, Picture is of the first fix
Now I got the machine working just not the bill validator , yet

Good reason why your display was not working.
