VLC 8825 has no display when powered

I just picked up a VLC 8825 video poker machine that has no display or sound on power up.  I noticed that the only the +12v green light on the main board is on.  The -12v sometimes appears faint and the WD light is off.  Any helpful advice on where to start with troubleshooting this one?

So I sent the mainboard to Rick at Revived Slots out in Las Vegas and he was able to repair a couple of problems with the board for a small fee.   The machine is up and running now.
