I tried looking around for rules regarding personal messages, and I couldn’t find anything. I posted a WTB in the classified section and someone sent a personal message, but apparently I can’t respond to it or create a personal message. I am a contributing member if that makes a difference.

Glad to see this. Having the same issue as a contributing member and couldn't send anything to work out a classified listing purchase. Will try to go post a bit and give it another go.
Edit: Yup! That was it for me as well.
