Clearing an IGT S+ slot machine will only disable the bill validator, erase the machine's internal accounting, and settings.
Then you'd need to buy a SET chip to get the bill acceptor running again?
Also, battery strength that helps retain the machine's settings and accounting, has nothing to do with a reel being tilted.

Something caused the 3rd reel to tilt.
Check and see if the reel strips are on the reel baskets correctly and not hanging off.
Sometimes the ends of the strips will tend to come out of the grooves on the edges of the reel baskets.
When that happens, they can touch the back of the reel glass display panel causing the reel to tilt.

Open the door, and turn the 2341 Jackpot Reset key on the right-hand side of the cabinet.
The reels will stop, then you close the door to get back into game mode.

If you you turned the momentary key already, and the reels didn't stop, then the problem may very well be the the key switch, or it's 2-wire harness.
Remember, you turn the key only when the door is open.

You can check to see if the wire tabs are on the contacts securely...one could have fallen off during transport?
If you have a multimeter, you can put the probes on the two tabs of the keyswitch and turn the key to check if there's continuity.

If it turns out that the keyswitch is malfunctioning, you can pull off the 2-wire harness from the contacts, remove the nut that holds the keyswitch body to the cabinet wall, take it out, and order another one.
Meanwhile, you can temporarily re-route the 2-wires out thru the keyswitch hole, close the door, and physically touch the 2-wires together.
That should make the tilted reels, stop spinning.
