Flashing red lights OLED deck

I know I have done this many times and gotten it working but I cant seem to get the steps right.

I have 2 OLED decks im rebuilding.  Unknown status prior although they were probably running a H13.37 theme.

Replaced the OLED screens so those are all good.

Installed in a machine that had been cleared.  Ran H13.471 to unlock if needed.  Cleared again.  Ran H9.27 and no change.  Cleared again.  Ran H13.471 and I could see a Firmware Update error.

Removed the deck.  Hooked up test tool.  Read firmware. Showed 3.02.  Played around and upgraded and downgraded between 2.03 to 3.09 and everything in between.  Test tool is communicating with deck although I dont see firmware versions in the area of the button numbers.

Clear machine again.  Try running 9.27 OS with a game hoping for it to update.  Still no change.  Just flashing red buttons.
The WMS startup guide doesnt show a diagnosis for all red flashing but I know thats typical when being updated.

Any ideas?  Im pulling my hair out.

Found it.  Had one bad button controller stopping communications throughout the whole deck.
Plugged one in at a time until communication stopped.  Of course it was the second to last one.
