IGT S-Plus wont reset

I bought a Red White and Blue nickle slant top machine that the battery had ruined the board. I bought a new one and new SP and SS chips, but got side tracked and a year went by. When I got back to putting it back together, the new board was damaged. I bought a new board and started again. When I turn on the machine with the new board, 61 comes up, the change button lights up and flashes, the white top light on the candle also flashes. Pushing the white reset button does nothing at all. Ive tried holding it down, pushing several times etc...Turning the key is the only that will cause a something to happen, the change button and top candle light to rapidly flash and spin reels light to light up. Winners paid is 01, credit 01, and coins played is 1. By pushing the spin reels button, the numbers will change.
I can not get the reset to do anything, I can't get pass the 61.  I did find a bad reel and changed that out, but nothing changed. The reels dont move when I turn the machine on. Any suggestion would be greatly appricated. I checked connections also.

Sounds like you are caught in the 61 loop...
Will probably need a clear and set chips...
I just did 4 of them...all work perfect now!!

Are the reels stiff? I hear you that they are not spinning yet but do they stiffen with power?

Also when you close the door does the display go blank then show error? Or does error just stay on?

Also test button is not same as reset as that’s the key.

Does your door have a cherry switch? It could be stuck?
The test button doesn't work if the machine thinks the door is in a closed state.
If it has a cherry switch, the plunger needs to be in the middle (not fully depressed inwards or pulled outwards) in order to be "open".

BTW The jackpot reset key works whether the door is open or closed, but displays the accounting mode.
