what are these boards used for in a Vision game - no printer?

Top board is the audio amplifier board and the bottom is a netplex distribution board both are normally in the top box of an S2000.

in my machine there is nothing attached to that board - should there be?

Which one? The sound amp should have power going to it and a harness from the vision monitor at a minimum.
The netplex board should have a power in and things that would normally plug into it would be things like the printer (that you don't have) if there is a topper it would also plug in there. My vision harness plugs into that distribution board also. There are other netplex ports available so it may not be an issue but it is making me go hmmmm.
I have asked before can't remember if you posted a picture of the inside of the top box where connections go.

In a Vision machine you may not see anything plugged into the distribution board if you have no printer in the top box. No need to split off the netplex if there isn't multiple netplex devices in the top box. If you have the short glass with the printer on the side of the reels you may not need the distribution board (bottom pic).

J1 is for power and J2,3,4 are for Topper connections etc. Like Ian posted the bottom ones are for printer, progressive, and other bonus features.

I've only had one machine that didn't use that board for something or another. Stay safe through the storm. The whole county is praying for Florida. All the best to you.
